The best way to test if they are same would be to do a fresh install of R3 release, not patch it, and see if save data works cross-region. To me if they get away with this without so much a figurative slap on the wrist it will only make things worse for the consumers in the long run. I don't want to be part of those who set the precedent that it is okay to first make people wait for several months and claim that it is because the localization will be different and then come out with a poor quality localization regardless of all this extra time they supposedly needed to (re-)localize it. But can I do that with good conscience when what we get is clearly not high quality translation. I already imported the Asian version when it came out with the full intention of re-buying it when it came out in the west, to support bringing these games here. Did they do that, yes slightly but not in any way enough for their statements to be accurate. But I can't really see how bad it can be when even the infamous R3 version doesn't really have any mistakes to hinder the main plot, quests or the gameplay. I've started the game after the "big patch" which apparently also touched up the localization a fair bit. The most awkward ones are on comedy / skit scenes, which are cringy to begin with anyway. And certainly not in any key plot points or quest descriptions. Aside from "penetrations" ( which I've come to love, and would miss if I get the US release ) the awkward sentences are very, very rare. The Asian release itself is in no way incomprehensible.It's unfortunate they didn't bother doing a new translation, and only touched up the R3 release.
